Jack of Clubs
The only ones with a mustache are on decks by Huestis & Levy and John J. Levy, who is also the Levy of Huestis & Levy.

Jack of Diamonds, Jack of Hearts and Jack of Spades only appear without a mustache in a Sterling Card Company deck. Since the Jack of Clubs is usually seen without a mustache then this deck is the only one where no Jack has one.
Queen of Clubs
The only one with a large veil with a pattern is by the North American Card Company of Chicago.
Queen of Diamonds
The only one not holding a flower is in the Mauguerite brand by Andrew Dougherty.
Queen of Hearts
There are two brands that have the Queen of Hearts facing to the right. They are Margaret F. Milward of Chicago and Andrew Dougherty's Triplicate deck. They are exact matches.
Queen of Spades
The only one not holding a flower is in the Mauguerite brand by Andrew Dougherty. Or is this a stylized lily? Similar to the Queen of Diamonds above.
Russell & Morgan is the only one that uses a fleur-de-lis on their Queen of Spades. It will show up in their associated decks like the Telbax, Aluminum Manufacturing Company, Independent Card Company, Kalamazoo's Steam Boat brand, Standard Playing Card, National Playing Card and Willis W. Russell.
You will also see Spades appear on the Queen's sleeve by some makers. It will be either 6 or 7 spades.
6 spades are associated with Russell & Morgan, and 7 spades with John J. Levy.
